How to measure correctly
AMeasure at the waistband
Measure the body circumference where you wear the waistband. The flat width of underwear is a different measurement.
Keep the measuring tape horizontal. Place it close to the body without pulling it tight.

The circumference values refer to the body. A flat-measured waistband width is not a body circumference. Between two sizes? Choose the larger size if you prefer a more comfortable fit.
